After decades of tremendous financial and social costs, the punitive drug model is being steadily eroded at home and abroad. Even the conservative law-and-order types who oppose the use of illicit drugs are increasingly accepting that the war on drugs has failed both in its objective (undercutting drug use) and its efficiency (accomplishing little yet reaping a huge economic and human toll).
Even Mexico, which has suffered more than most nations from our appetite for illegal drugs, has gone forward with legalizing marijuana in an effort to undercut a major source of funding for its powerful and vicious cartels. (So now both of America’s only neighbors have fully done away with punitive attitudes towards one of the weaker and comparatively less harmful illicit substances.)
All that being said, I do feel validated in having proposed and written a paper exploring the alternative methods, policies, and cultural attitudes of various countries when it comes to illegal drugs. As the U.S. and other countries question the wisdom of the status quo, it may help to look abroad at those places that were ahead of the curve in dispensing with the punitive approach in favor of more constructive methods. I focus especially on Portugal, which twenty years ago blazed the trail towards decriminalizing all illegal drugs and framing their use as a public health matter rather than a criminal one.
As you will hopefully read, many of these strategies are unique to the time, place, or sociopolitical context of the nations that implemented them; nevertheless, there are still useful lessons to glean, and at the very least we can see proof that there are other ways to address the scourge of drug addiction, trafficking, and other associated ills, besides the blunt instrument of police and prisons.

It is not a a household name like NATO and the European Union, but the milquetoast-sounding Shanghai Cooperation Organization may become one of the most important geopolitical blocs in the world. Iran’s recent entry into the Eurasian alliance has given it a rare spotlight in mainstream Western news media.
Founded two decades ago, the SCO is the world’s largest regional organisation, covering three-fifths of the Eurasian continent, nearly half the human population, and one-fifth of global GDP. It originated from a mutual security agreement in the 1990s between Russia, China, and several Central Asian countries (all former Soviet republics), which committed to maintaining “military trust” along their border regions.
But since being announced by member governments in Shanghai in 2001, the SCO has become more integrated along political, economic, and even cultural lines, in addition to beefing up military cooperation beyond simply maintaining border security. The fact that the alliance is led by two of America’s chief rivals, and comprised mostly of authoritarian countries, certainly adds to its image as the principal antinode to the Western-led world order.
No doubt Iran’s membership will add to that perception, though it also joins the likes of India and Pakistan, which became members in 2017, both of which are close (if tenuous) partners with the United States and other Western countries.
In fact, many analysts warn that the perception of the SCO as an anti-American or anti-Western bloc is vastly overstated. While it is certainly predicated on the idea of a “multipolar” world—coded language for an international order not dominated by the U.S. specifically—the group is far from presenting itself as anything akin to an “Eastern” NATO:
Rather than major political or economic gains, Iran’s main takeaway from this success in the short term may be limited to a boost in prestige and diplomacy.
The main issue with Iran’s approach towards the SCO is that it looks at it as a “concert of non-Western great powers” rather than a modern international organisation, and views it in an anti-Western or anti-US setting, says Hamidreza Azizi, visiting fellow at the German Institute for International and Security Affairs (SWP).
“This is despite the fact that countries such as Pakistan and India are US’s close partners, and even Russia and China have never been willing to openly challenge the US on the global scene,” Azizi told Al Jazeera.
“The combination of these two misunderstandings, and also Iran’s self-perception as a natural hegemon in West Asia, would make the whole thing appear to the Iranian leaders as Iran joining other anti-Western great powers to form a strong coalition that is going to challenge the US hegemony.”
Azizi added that SCO members are reluctant to entangle themselves in Iran’s rivalries, which may be why, on Friday, they also admitted Saudi Arabia, Qatar and Egypt as “dialogue partners” in a balancing effort.
From a diplomatic perspective, the approval is significant.
Indeed, for a country as diplomatically and economically isolated as Iran, joining such a large and imposing regional body, whatever its limitations, is at least good optics.
The SCO is far from being a full-fledged alliance with formal and binding commitments among its members; there is nothing like NATO’s Article 5, which obligates all members to come to the defense of another member in an attack, nor does it have the level of economic integration of the European Union. As one analyst describes it, the SCO is more of a “venue” for discussion among “high-level dignitaries”—which is perfectly suited for mostly autocratic countries that jealously guard their sovereignty.
Still, many powerful regional blocs like the EU did start from humble beginnings, growing from diplomatic talk shops to fully institutionalized arrangements over the span of decades. A wide array of countries have expressed interest in joining the group or are currently engaged with it in some way, including NATO members like Turkey and strategic partners like Saudi Arabia. It remains to be seen if the SCO will ever become as tightly integrated as its Western counterparts, though this is unlikely given its explicit commitment to nonintervention in members’ affairs—which ironically makes it all the more appealing for certain countries to join.
Albania, one of the poorest countries in Europe, has committed to taking in up to 4,000 Afghan refugees, which is among the most in the world and the most in proportion to its population (which is roughly 2.8 million)Hundreds of Afghans, including roughly 250 children, are being housed in coastal resorts, under a clever emergency plan developed by the government in response to a devastating 2019 earthquake; when thousands of people were rendered homeless, officials opted to shelter them in the mostly unused space of beach hotels.
Such hospitality is deeply rooted in Albanian culture. The Muslim-majority country is known for its stringent code of generosity and hospitality to anyone and everyone who needs it. Known as besa, which roughly translates to “trust”, “faith”, or “oath”, it commits all Albanians to help people in need regardless of their background or circumstances. As locals explain, the tradition is simple: “If someone needs a place to stay, you give it to them, period”.
While the practice may go back to ancient times, it was first codified in the Kanun, a set of customary laws written in the 15th century to govern the many independent tribes of the region. Within this book is a proverb that sums it up nicely: “Before the house belongs to the owner, it first belongs to God and the guest.” You could knock on the door of any house and ask for help and the owner would have to take you in. The Kanun even advises households to always have a spare bed ready at any time, just in case.
While besa is a duty that binds all Albanians, there is evidence that they genuinely find hosting guests as a point of pride. There is one anecdote about a town that rebelled against a hotel that was going to be built there; everyone went to town hall and complained, saying people who needed a place to stay could just come knock on their doors.
Perhaps the greatest proof of this tradition is the Second World War, after which Albania was perhaps the only country to have more Jews than before the Holocaust. Not only did they save nearly their entire Jewish community, but they saved another two thousand or so who had fled to the country. Albanians largely resisted all the pressure and threats by Axis forces to turn over people in hiding. Had anyone given up their guest, they would bear a great shame that could only be solved by “cleaning the blood”—meaning taking vengeance against whoever took and harmed their guest (which is one hell of a story idea…).
This is also why Albania is relied upon by the U.S. and Europe to take in folks neither wants, from Iranian and Syrian refugees, to Guantanamo detainees deemed innocent but nonetheless untrusted.
Setting aside my own globalist sentiments, is worth noting that all the top COVID-19 vaccines are products of international collaboration, and a testament to the fruits of globalization.
The Oxford-AstraZeneca vaccine (marketed in some places as Covishield) is the most straightforward example, as it was developed in a partnership between Oxford University in the U.K. and the British-Swedish multinational pharmaceutical company AstraZeneca.
The Pfizer vaccine, which was the first to be confirmed 90% effective, was developed by a German company, BioNTech, founded and led by a Turkish-born married couple of leading immunologists. Pfizer, which was founded in the U.S. by German immigrants, helped provide vital resources for logistics, clinical trials, and manufacturing.
The Johnson & Johnson vaccine, like Pfizer’s, was also developed in Europe with the backing of American resources, by Janssen Vaccines in Leiden, Netherlands, and its Belgian parent company Janssen Pharmaceuticals, a subsidiary of J&J.
Heck, even Russia’s “Sputnik V” vaccine—which was technically the first to be developed—has turned out to be more efficacious than initially believed (much to my own surprised and that of many epidemiologists, apparently).
While the pandemic exposed the many perils of an interconnected world, it has also shown the even greater peril of trying to go it alone when it comes to major challenges and threats that disregard political boundaries and nationalities.
I’m hardly the first or only person to notice this: As long ago as 1851, when the Industrial Era helped rapidly globalize trade, travel, and war—and with them, more rapidly and widely spread diseases—the first of several “International Sanitary Conferences” was convened by the Ottoman Empire to coordinate containment strategies for infectious diseases—even among rivals and former enemies. It was the first time that a formal process of international collaboration was devised for public health; but as we’re learning, it remains even more relevant nearly two centuries later.
Of course, one doesn’t have to be a “globalist” to appreciate the logic of multilateralism (in public health and generally). One study in the medical journal BMJ examining the international response to COVID-19 argues:
The reasons for collaboration remain clear, logical, and have endured essentially unchanged from their original conceptualisation in the 1800s. Three of the most central are as follows. Firstly, the many ties between nations create collective health risks that are difficult to manage independently. The rapid spread of SARS-CoV-2 shows the close connections between countries, and the poorly managed economic and social costs are further evidence of their shared fate. Secondly, sharing knowledge and experience accelerates learning and facilitates more rapid progress. Information and knowledge on pathogens, their transmission, the diseases they provoke, and possible interventions are all areas in which researchers and public health professionals can benefit from the experience of others. Thirdly, agreeing on rules and standards supports comparability of information, helps establish good practices, and underpins shared understanding and mutual trust. All three reasons drive nations to collaborate and are reflected in their creation of WHO, a central authority, and its World Health Assembly (WHA), which serves as a forum for countries to share information, debate issues, and take collective decisions.
Little wonder why, despite the rise of nationalism and insularity (which predate the pandemic but was exacerbated by it), some global survey data suggest that a majority of people believe that more global collaboration would help reduce the impact of COVID-19. Far from idealistic, it is simply pragmatic to throw everything we have at his problem, regardless of which national jurisdiction the resources or knowhow happen to be located.
I’ll leave the final word to the above-mentioned study in BMJ, which I think makes a sober, evidence-based case for multilateralism, which is all too often treated as Utopian or naïve rather than realistic and practical:
The covid-19 pandemic painfully shows the reasons why nations are better off when they cooperate and collaborate in health, and also reveals the hazards of their incomplete commitment to doing so. Member states have prioritised themselves by restricting WHO from meaningful oversight of national information and endangered global health security by competing for vaccines rather than allocating them equitably. The inability to verify national data or advance its own estimates is just one of the many crucial dimensions in which WHO is prevented from maintaining the primacy of technical competence over the self-interested obfuscations of some member states. WHO’s independence is compromised also through the manipulation of its budget. The patchwork of institutions active in health reflects the limited, ad hoc agreement among powerful countries. Although generally global institutions have performed well in their missions, their often limited mandates leave the world’s people inadequately protected from new threats. In a pandemic, the cost is expressed in lives and livelihoods. More than 10, 000 people were dying daily at end of 2020, and the world economy was forecast to lose $5tn or more in 2020 alone. The imperative of finding collaborative and collective solutions—solidarity—has never been more obvious, or more urgent, for covid-19, climate change, non-communicable diseases, and the many other pressing and grave challenges that hinge on collective action.
Meaningful international collaboration is a critical part of the road ahead and calls for immediate action in three areas. Firstly, member states must end the systematic weakening of WHO—end ad hoc institutional fragmentation in global health and end budgetary manipulation. Secondly, they must support the independence of WHO—increase its core budget and build its authority over trade and travel related issues, including compulsory licensure for pharmaceuticals. Thirdly, states must uphold fairness, participation, and accountability by granting WHO powers to hold members accountable, including for overcoming deficiencies in national data, and by decolonising its governance to address the undue influence of a small number of powerful member states.
The ninth annual World Happiness Report, published by the United Nations, has just been released, and it’s the first to follow an unprecedented global calamity that impacted billions and personally affected tens of millions more. So, needless to say, its results should be interesting, if not grim.
But as the Washington Post reported, the world was largely resilient through the pandemic, maintaining a relatively positive outlook for the future:
In a conclusion that even surprised its editors, the 2021 World Happiness Report found that, amid global hardship, self-reported life satisfaction across 95 countries on average remained steady in 2020 from the previous year. The United States saw the same trend — despite societal tumult that yielded a national drop in positive emotions and a rise in negative ones. The country fell one spot, to 19th, in the annual rankings of the report, which was released Saturday.
The report is good news regarding global resilience, experts say.
“I don’t want to leave an impression that all was well, because it’s not,” said one of the report’s editors, Jeffrey Sachs, an economics professor at Columbia University. But while the use of national averages masks individual well-being disparities, Sachs said, the data suggests that “people have not thrown up their hands about their lives.”
You can read more about the methodology here, but basically, it draws its data from the Gallup World Poll, which asks people worldwide to rate their current life satisfaction from zero to ten, with ten representing “the best possible life” and zero the “worst possible life”. Respondents are also asked to report their positive and negative emotions and experiences felt the day before the survey.
Taking together both short-term and long-term self-evaluations of life satisfaction, the WHR found these to be the twenty happiest countries through 2020:
The next twenty runners up are a pretty eclectic mix as well, spanning an ever broader variety of cultures, political systems, and levels of economic development:
Overall, while there was a “significantly higher frequency of negative emotions” in just over a third of the 149 countries measured—again, do mostly to the pandemic— things got better for 22 countries, particularly in Asia; even China moved up ten places to 84th. As one of the report’s author’s noted, there was not an overall decline in well-being as expressed by the respondents.
For the U.S., which has been one of the harder-hit countries during the pandemic, to say nothing of its tumultuous social and political circumstances?
In late March to early April of 2020, at the beginning of pandemic restrictions, 58.2 percent of U.S. respondents rated their current life satisfaction as a 7 or above, Gallup found.
While the number of Americans reporting anxiety and depressive symptoms rose sharply over the course of 2020, that satisfaction number stayed fairly even through December, according to the report, even after further covid-19 restrictions, pandemic surges, protests over racial injustices and politics, and a divisive presidential election.
All the while, Americans’ expected future happiness remained high: In five surveys since the pandemic began, between 65.8 and 69.2 percent of respondents said they expected their life satisfaction to be an 8 or above five years into the future, higher than before the pandemic. That suggests an optimism for the future that Sonja Lyubomirsky, a psychology professor at the University of California at Riverside, says is “really, really adaptive.”
Counterintuitively, it may have been the awful hardship of the past year that actually gave a boost to a lot of folks’ happiness:
It’s not so much that people are doing precisely as well as they were before, experts explain, as that many have adapted to their new situations in ways that might have roughly evened out their well-being. “One of the quotes we use is ‘You aren’t traveling the world, but you’re more likely to have met your neighbors this year,’ ” said John Helliwell, another editor of the report and a professor emeritus of economics at the University of British Columbia.
Stressors such as those we’ve experienced this year can encourage people to craft a different, big-picture concept of happiness. And this, psychologists say, can improve resilience. You’ve already likely taken the opportunity to examine your own big picture this past year, but, if you’ve been having difficulty, and because we’re not done with this pandemic, here are some strategies to help.
Of course, this isn’t to make light of all the horrors that have unfolded across the world this past year alone. Just because something doesn’t kill you, doesn’t mean it makes you stronger, and enough people around you being killed or maimed by war, disease, or the wanton cruelties of life will take its toll.
Still, this would explain why countries like Costa Rica, Bahrain, Guatemala, Mexico, and Saudi Arabia—which together struggle with chronic poverty, inequality, violence, and/or political oppression—can be among the happiest places in the world, at the same level as, if not ahead of, much better-off places.
But that brings us to Finland, which has topped the ranking for the fourth time in a row. In fact, all but one of the top ten (New Zealand) are northern European countries—the same places that perform well in rankings of livability, life expectancy, democratic governance, low corruption, and the like. Clearly, happiness still has a lot to do with material and environmental conditions—money can only buy so much of it, as we all hear, but there is some point where baseline needs like shelter, health, economic security, and the like must be met to better ensure lifelong satisfaction.
Indeed, Finland seems to reflect this delicate balance perfectly. On the one hand, as Afar explains, there’s the cultural component:
Finns embrace a unique spirit of fortitude for thriving in tough times, which for them, often manifests via the weather. This national ideology even has a name: It’s called sisu, and it’s at the core of Finns’ well-being, suggests Katja Pantzar, a Helsinki-based journalist and author of The Finnish Way, which delves into the concept. As Pantzar explains, sisu is focused on persevering when the odds are against you and to view challenges as opportunities. “Instead of waiting for a warm sunny day,” she offers, “many Finns practice daily sisu by heading out in any kind of weather for a brisk walk or cycle, or to spend time in nature.” These simple and sensible activities are at the heart of what keeps Finns happy, Pantzar concludes, adding “I keep returning to this Finnish saying, ‘Happiness does not come from searching for it, but by living.’” And living with sisu, for Pantzar, like many Finns, means bundling up in the snow to bike to work or swimming in the sea year-round— even when it’s covered in ice.
But there is also a concerted effort to put in place economic, political, and social structures that promote individual and community stability, human flourishing, and ultimately life satisfaction, as detailed in Forbes:
Finland has long been praised by a multitude of international bodies for its extensive welfare benefits, low levels of corruption, well-functioning democracy, and its instilled sense of freedom and autonomy. Its progressive taxation and wealth distribution has allowed for a flourishing universal healthcare system, and, staggeringly, more than 80% of Finns trust their police force, which is far more than many other countries can claim.
Finland has long been punching above its weight within the global economy, too, giving the world global brands such as Nokia, Rovio (developer of Angry Birds), Supercell (creators of Clash of Clans) and elevator manufacturer KONE.
The country is famous for being one of the first countries to push the flat working model, which exemplifies the Finnish approach to how businesses should be run, as well as how employees should be treated in the workplace. The flat working model is one in which there are few – or sometimes even zero – hierarchal levels between management and staff. Typically there is less supervision of employees and the structure aims to promote increased involvement with organizational decision-making, enabling open communication between all departments and teams within a business.
The key takeaway from Forbes is that Finland and its high-ranking peers all share a holistic approach to human rights and happiness, one that recognizes that individual freedom comes from having the right resources and environment to unlock your potential and self-actualize:
The happiness of the Finnish people stems not only from its large number of welfare policies, its intrinsic affinity for mutual trust and equality but also from freedom. The mindset that one can only be free and independent if everyone is equally free and independent drives the country’s policy-making and underpins what it means to be Finnish.
For many, it’s about living in a country where all conceivable basic needs are met, whether that’s healthcare, education, or having a job that makes you feel fulfilled. The overarching theme is that Finland remains ahead of the curve in so many facets of life. For now, Finland is ranking top, but the hope is that the example Finland is setting helps other countries to better care for their people. The fact that the country continues to pioneer social and economic welfare, education and working best-practice is something of which other countries should take note when looking at improving the happiness of their people.
Not bad for a country that just seventy years ago was one of the poorest and most devastated in the world. It goes to show that maybe happiness and well-being need not be so abstract and philosophical: Yes, the deeply poor and traumatized can be happy, while the very rich and privileged can be miserable, but the overall picture from around the world is that culture, mindset, and baseline material wealth all build on each other. With mutual trust comes resilience and security, and with security and resilience comes more mutual trust (i.e., you know your fellow citizens and institutions will look out for you); it’s a virtuous cycle that can persist even though the worst circumstances.
But those are just my own rushed thoughts — what do you think?
Geneva, capital of the world, was crowded to capacity today when representatives of nearly half a hundred nations from every corner of the globe gathered to attend the first meeting of the assembly of the League of Nations.
One hundred years ago this week, the first session of the assembly of the newly established League of Nations was held in the Reformation Hall in Geneva. The meeting brought together representatives of 42 countries representing more than half of the world’s population at the time.
Though the League of Nations is better known for its abject failure to prevent World War II—which led to its replacement by the United Nations in 1945—it is difficult to understate its bold and audacious vision: For the first time in our bloody and divided history, there was a sense of cooperation and community among our fractured civilizations. The League set in motion the growing global consciousness and interconnectedness we see to this day (however tenuously). It also brought attention to issues that were long overlooked or dismissed by most societies: poverty, slavery, refugees, epidemics, and more. It thus laid the groundwork for organizations that aid tens of millions of people worldwide.
Ironically, despite its failure to stop the bloodiest war in history, the League’s successor, the UN, has been credited with preventing any large interstate conflicts to this day—in part because it created a League-induced forum for countries to duke it out at the table rather than the battlefield (to paraphrase Eisenhower). We got a hell of a ways to go, but we have to start somewhere, and this 100-year experiment with internationalism and pan-humanism pales to thousands of years of constant war and repression.
It is odd that Americans are so reluctant, if not hostile, to looking abroad for ideas about how to do things, such as education, voting methods, healthcare, etc. The principles and ideas that underpinned this nation’s founding did not emerge from nowhere: They were inspired by, or even directly drawn from, Enlightenment thinkers from across Europe; certain elements of British law and government (ironically), such as the Magna Carta and English Bill of Rights; and of course the Greeks and Romans, from whom we borrowed specific methods, institutions, terminology, and even architecture. (The U.S. Senate is explicitly inspired by the original Roman Senate, with senatus being Latin for council of elders.)
Americans make up less than five percent of humanity. The U.S. is one of nearly 200 countries. Its history as a nation, let alone as a superpower, is a relative blink in time; as a point of reference, the Roman-Persian wars lasted over 600 years, nearly three times America’s lifespan. Conversely, many countries are much younger, including most of the world’s democracies, providing fresher or bolder perspectives on certain issues not addressed or contemplated by our more conservative system.
Given all that, it stands to reason that someone, somewhere out there, has done something that we have not thought of or figured out, something worth studying or implementing. It is statistically unlikely that we are the only people or nation to know everything, giving our narrow slice of time, humans, and experience. The fact that so many innovators, inventors, and other contributes this country have come from all over the world proves the U.S. has always tacitly accepted the idea that the rest of the world has something to offer.
In fact, this would be in accordance with the vision of most of the nation’s founders, who were far from nationalistic. Their debates, speeches, and correspondences reveal them to have been fairly worldly folks who were open to foreign ideas and perspectives and sought to integrate the country into the international system. From Jefferson’s cherished copy of the Muslim Koran, to Franklin’s open Francophilia and Madison’s insistence that we respect global public opinion and norms, the supposed dichotomy between patriotism and internationalism is a false one at odds with one’s service to the nation.
It is all the more ironic because one of the few schools of philosophy to originate in the United States was pragmatism, which emerged in the 1870s and postulated, among other things, that people promote ideas based on their practical effect and benefit (i.e., regardless of their national or foreign origin). It should not matter where our solutions to certain problems come from it matters that they are solutions, and thus beneficial to our community, in the first place.
Today is UN Day, which commemorates the 75th birthday of the United Nations, a deeply flawed and troubled organization that is nonetheless more indispensable than ever—and has accomplished a lot more than most people think.
It was on this day 75 years ago, just months after the end of humanity’s bloodiest war, that the UN Charter came into force after being ratified by fifty countries. The Charter established the organization along with the framework of the international system. An audacious and idealistic document, it articulated a commitment to uphold the human rights and wellbeing of all citizens, addressing “economic, social, health, and related problems,” and “universal respect for, and observance of, human rights and fundamental freedoms for all without distinction as to race, sex, language, or religion”. The organization now counts nearly four times as many members, at 193.
Dwight D. Eisenhower, far from a bleeding-heart globalist, once said that the UN “represents man’s best organized hope to substitute the conference table for the battlefield”.
If nothing else, the organization has served as an outlet for frustrations and rivalries that would otherwise manifest on the battlefield. The constant grandstanding between the U.S. and Russia may be frustrating—and has often led to devastating deadlock during crises—but imagine the alternative course of action without an international platform? Many countries on the verge of open conflict have opted instead to take diplomatic shots at each other at the UN—an often sordid display, to be sure, but obviously better than the alternative.
Of course, we Americans know full well how hard it is to get even our one country to work together—imagine close to 200 countries spanning eight billion people and a multitude of languages, religions, cultures, types of governments, and levels of development. The UN is only as effective as its members allow it to be, and its failures and limitations are a reflection of our own as a species.
Moreover, it is worth considering the context of its emergence: A war that had killed over 60 million people (three percent of all humans at the time), following a millennia of endless conflict where violence was the norm and enslavement, rape, looting, and other things we now call war crimes (courtesy of the UN) were just the way of things. For most of our quarter of a million years of existence, we rarely knew about, much less cared, for anyone outside our immediate tribe or band. Human rights and civil liberties were alien concepts that would not have made sense to anyone. The vast majority of people lived in grinding poverty, oppression, fear, and ignorance.
From the ashes of the worst conflict in history emerges an organization trying to cultivate peace, progress, and unity among our species—not just out of idealism, but also based on the sober realism that some problems are too big for any one nation to handle. Needless to say, it has failed in its lofty aspirations time and again, as most of us know all too well—but that’s to be expected given just how bold of an undertaking it is. And for all the failures, there are plenty of successes we take for granted.
Given that most Americans do not even know how their own government works, it stands to reason that few know the workings and complexities of the international system, either.
Few people know that it was the UN Secretary-General, U Thant of Burma, who played a key role in the Cuban Missile Crisis; JFK admitted that the entire world was in the UN leader’s debt, though Thant is scarcely known today.
Many of us take for granted the modern amenities and benefits, let alone realize their origin in the UN. The ability to mail and ship things globally; to access goods and products from around the world; and to travel anywhere with relative ease are all due to UN organizations, treaties, or conferences that established uniform standards and rules for airlines, companies, and governments. Even seatbelts became widespread through deliberate UN policy.
Few know the work of UNICEF, one of the oldest UN organization, which in 2018 alone helped care for 27 million babies born in places with high infant and maternal mortality; treated four million children in 73 countries for severe acute malnutrition; and provided over 65 million children with vaccines against common killers like diphtheria, tetanus and pertussis (half the world’s children get their vaccine through UNICEF). Over the last thirty years, it has saved over 90 million children.
The much maligned WHO helped eradicate smallpox, which once killed millions annually throughout history, and is on the verge of eradicating polio as well. It has helped most people with HIV/AIDS get access to treatment, and is currently working on making insulin more available, too. With respect to the recent pandemic, it also used its diplomacy to get China to finally open itself to an international team of scientists—which included two Americans. It recently helped stem the second largest Ebola outbreak in Congo, to little fanfare.
A 1987 conference convened by the UN Environment Programme helped lead to an international treaty that has successfully repaired the ozone layer.
The World Food Programme, along with the Food and Agriculture Organization, provides food and assistance to 90 million people in 88 countries, keeping them from the brink of starvation (and getting a well deserved Nobel Peace Prize for it). FAO also eradicated rinderpest, a deadly livestock disease that is only the second infectious disease in history (besides smallpox) to be eradicated. It also maintains the world’s largest and most comprehensive statistical database on food and agriculture.
The UN Population Fund helps an average of two million women a month with their pregnancies, which could be deadly in most countries.
The UN regularly monitors elections in about fifty countries, which not only ensures a free and fair political process but has prevented numerous civil wars and conflicts.
All these achievements do not undo the very real and tragic failings of the organization, from the genocides in Rwanda and Bosnia, to the Syrian and Yemeni civil wars. But 75 years is not a long time to undo over 200,000 years of tribalism and disunity. As one UN chief put it, “the United Nations was not created to bring us to heaven, but in order to save us from hell”.
Considering that the average American pays less than two dollars a year to cover the U.S.’ regular dues to the UN, I think it is a bargain worth supporting and improving upon.
On this day in 1956, the Hungarian Revolution began as a peaceful student demonstration that drew thousands while it marched through central Budapest to the parliament building. It soon erupted into a nearly two-week violent uprising against one of the world’s superpowers, laying the seeds of its demise for decades to come.
The student marchers, who began calling out on the streets using a van with loudspeakers, sent a delegation into a radio building to try to broadcast their demands to the country. They included the withdrawal of Soviet troops, the reinstatement of democracy, and the end of Stalinist oppression.
Hungary, which had aligned with Nazi Germany in WWII, was “liberated” by the Soviets, only to come under their domination as a de facto puppet state. Amid deteriorating freedoms, state oppression, and a faltering economies, students and workers increasingly agitated for change.
What began as a peaceful demonstration erupted as a full blown war when the delegation that attempted to broadcast its demands was detained by state authorities. Protestors arrived demanding their release, only to be fired upon by the State Security Police (AVH in Hungarian). Multiple students died and one was wrapped in a flag and held above the crowd. This was the start of the next phase of the revolution, as the news spread and disorder and violence erupted throughout the capital.
The revolt spread like wildfire; the government collapsed. Thousands of ordinary Hungarians organized into militias, battling the ÁVH and Soviet troops. Some local leaders and ÁVH members were lynched or captured, while former political prisoners were broken out and armed. Radical workers’ councils wrested control from the ruling Soviet-backed Hungarian Working People’s Party and demanded political change.
The revolution was initially leaderless, but a new government was formed by Imre Nagy, a committed communist who was nonetheless opposed to Soviet control and authoritarianism. He formally disbanded the ÁVH, declared the intention to withdraw from the Warsaw Pact, and pledged to re-establish free elections. By the end of October, fighting had almost stopped, and the days of normality began to return. Some workers continued fighting against both Stalinist elements and the more “liberal” communists they distrusted.
Soviet leaders, initially appearing open to negotiating a withdrawal of Soviet forces, changed their mind and moved to crush the revolution just as it was calming. On November 4, a large Soviet force invaded Budapest and other regions of the country. The Hungarian resistance continued for another week, claiming the lives of over 2,500 Hungarians and 700 Soviet troops. Over 200,000 Hungarians fled as refugees. Mass arrests and denunciations continued for months thereafter; 26,000 people were brought to trial, 22,000 were sentenced and imprisoned, 13,000 interned, and 229 executed (including Nagy and other political leaders of the revolution and anti-Soviet government). Resistance continued for another year, mostly led by independent workers’ councils and unions.
But by January 1957, the new Soviet-installed government had suppressed all public opposition and reasserted Soviet dominion. These Soviet actions, while strengthening control over the rest of the Eastern Bloc, alienated many Western Marxists, who up until that point had at least nominally sympathized with the Soviet Union. Communist and Marxist parties split and/or lost membership across the world.
The Hungarians had led the largest and fiercest opposition against the Soviets in Eastern Europe, and it would remain one of the biggest revolts to threaten Soviet control. While it initially failed, it weakened whatever ideological currency the Soviet Union would have had abroad. Ironically, by the 1960s, Hungary became “the happiest barracks” in the Eastern Bloc, with relatively more economic and cultural freedom than most Soviet satellites. It quietly pursued reform to human and civil rights into the 1970s; in fact, its opening of the previously-restricted border with democratic Austria in 1989 is credited with hastening the collapse of the Soviet Union—meaning the Hungarians ultimately won in the end.
To many observers, especially in the United States, this year’s winner of the Nobel Peace Prize may seem uninspired, if not unfamiliar. It is an organization, rather than a person, and its work is probably not as widely known and appreciated as it should be.
Yet the United Nations World Food Programme (WFP) is no less deserving of the honor (especially since over two dozens entitieshave won the Peace Prize before, including the United Nations itself). It is the largest humanitarian organization in the world, and the largest one focused on hunger, malnutrition, and food insecurity, providing critical food assistance to nearly 100 million people across 88 countries. Tens of millions would starve without its fleet of 5,600 trucks, 30 ships, and nearly 100 planes delivering more than 15 billion rations, at just 61 cents each. Remarkably, WFP does all its work based entirely on voluntary donations, mostly from governments.
Laudable as all that might be, it’s fair to ask what this work has to do with peace? Two-thirds of WFP’s work is done in conflict zones, where access to food is threatened by instability, violence, and even deliberate war tactics. Amid war and societal collapse, people are likelier to die from starvation, or from opportunistic diseases that strike their malnourished immune systems. Since its experimental launch in 1961, WFP has delivered aid to some of the most devastating and horrific natural disasters in history, including the Rwandan genocide, the Yugoslav War and the Indian Ocean tsunami in 2004. (It became a permanent UN agency in 1965, having proven its worth by mustering substantial aid to earthquake-stricken Iran in 1962, initiating a development mission in Sudan, and launching its first school meals project in Togo.)
As The Economist points out, the focus on hunger is a sensible one: Not only have famine and malnutrition destroyed millions of lives across history, but they remaining pressing concerns in the face of the pandemic, climate change, and renewed conflict.
Governments everywhere are desperate to bring an end to the pandemic. But hunger has been growing quietly for years, and 2019 was the hungriest year recorded by the Food Security Information Network, a project of the WFP, the Food and Agriculture Organisation and other NGOs, which since 2015 has been gathering data on how many people worldwide are close to starvation. The rise was largely a consequence of wars in places like South Sudan, Yemen and the Central African Republic. This year, thanks to the covid-19 pandemic, things are likely to be far worse. Rather than war, this year it is the dramatic falls in the incomes of the poorest people that is causing hunger. There is as much food to go around, but the poor can no longer afford to buy it. The number of hungry people might double, reckons the WFP, from 135m in 2019 to 265m at the end of this year.
Unfortunately, despite the increased (and likely to increase) need for its services—more people face hunger than at anytime since 2012—the agency’s precarious budget, ever-dependent on the whims of donors, is declining. Again, from the Economist:
Last year the organisation received $8.05bn from its donors, by far the biggest of which is the United States. This year so far it has received only $6.35bn. Many countries, such as Britain, link their aid budgets to GDP figures which have fallen sharply. Britain provided roughly $700m of the WFP’s funding in 2019. This year its aid budget will fall by £2.9bn ($3.8bn). Under Mr Trump America had turned away from funding big multilateral organisations even before the pandemic hit, though the WFP has escaped the fate of the WHO, to which Mr Trump gave notice of America’s withdrawal in July. In Uganda food rations for South Sudanese and Congolese refugees have been cut. In Yemen the WFP has had to reduce rations by half.
